Countries must deposit the instrument of ratification (or equivalent) in New York by 8 November 2005 to participate with full powers in the first Conference of the Parties.
國家必須在2005年11月8日之前將批準(zhǔn)書（或相當(dāng)文書）交存于紐約以便全權(quán)參加第一屆締約方會(huì)議。
At the time of deposit of its instrument of ratification, acceptance or accession, each State must be in a position under its domestic law to give effect to the terms of this Convention.
依前項(xiàng)規(guī)定之通知，于批準(zhǔn)、承諾或加入之文件寄存之日后為之者，該聲明于寄存后六個(gè)月發(fā)生效力。
It is understood that, at the time a country deposits its instrument of ratification or accession, it will be in a position under its domestic law to give effect to the provisions of this Convention.
